2. Crimes against the order of government, especially dangerous for the Union of SSR.
Crimes against the order of administration, especially dangerous for the Union of SSR, denote those crimes against the order of administration, made without counterrevolutionary purposes, which disturb the foundations of state administration and the economic power of the Union of SSR and union republics. [6 June 1927 (SU No 49, art. 330)].
59-2. Mass disorders, accompanied by pogroms, destruction of rail lines or other means of commerce and communication, murders, arson, and similar activities, shall incur:
a) in relation to organizers and leaders of the mass disorders, and likewise all participants, committing the crimes mentioned above or offering armed resistance to authority, --
59-3. Banditism, i.e. the organization of armed bands and participation in them and in assaults organized by them on Soviet and private institutions or private citizens, train stations and the destruction of railroads and other means of commerce and communication, shall incur --
deprivation of liberty for a term not less than 2 years with confiscation of all or part of one's property. In especially aggravated circumstances, this can be raised to the supreme measure of social defense -- shooting, with confiscation of property;;
b) in relation to ordinary participants --
deprivation of liberty for a term up to three years.
Mass disorders, not aggravated by the crimes indicated above, but linked to open defiance of lawful demands by authorities or with resistance to the fulfilment by same of responsibilities imposed on them, or to compulsion of them to fulfil plainly illegal demands, shall incur --
deprivation of freedom for a term up to one year. [6 June 1927 (SU No 49 art. 330)].
deprivation of freedom for a term not less than three years, with confiscation of all or part of one's property. In especially aggravated circumstances, this can be raised to the supreme measure of social defense -- shooting, with confiscation of property. [6 June 1927 (SU No 49, art. 330)].
59-3a. Secret or open seizure of firearms, parts of them, and ammunition:
a) from depots and storehouses of the Workers' and Peasants' Red Army, militarized guard, and militarized fire protection of enterprises, having special state significance, the Workers' and Peasants' militia, crews of underwater work (E^PRON), corrective labor institutions, and likewise rear militia and labor units of those excused from military service for religious reasons, or b) from places of permanent or temporary desployment of units of the Workers' and Peasants' Red Army, militarized guard and militia, crews of underwater work (E^PRON), rear militia and labor units and from corrective-labor institutions -- in those circumstances when the firearms, parts of same, or ammunition were under guard or special observation --
59-4. Evasion of normal summons to active military service shall incur --
deprivation of liberty for a term not less than one year, but in the event of employment by the thieves of force, dangerous for the life or health of those persons, performing the guard or observation, deprivation of liberty for a term not less than three years, with increase in especially aggravated circumstances up to the supreme measure of social defense -- shooting with confiscation of property. 59-3b. Destruction or damage of railways and other routes of communication, structures on same, warning signals, rolling stock and boats with the purpose of causing a wreck of a train or boat shall incur --
deprivation of liberty for a term not less than three years, with confiscation of all or part of one's property, with an increase, under especially aggravated circumstances, up to the supreme measure of social defense -- shooting, with confiscation of property [25 June 1929 (SU No 50, art. 513)].
59-3v. Violation by transport workers of labor discipline (violation of rules of movement, shoddy repairs of rolling stock and railways, etc.) if this violation leads to or could lead to damage or destruction of rolling stock, railroads, and road installations, whether accidents with people, delayed dispatch of trains and boats, collection at unloading places of empty cars, delays of rolling stock and shipping, and other actions, causing the interruption (non-fulfilment) of delivery plans set by the government or threat to the correctness and safety of movement, is punishable by --
deprivation of liberty for a term up to ten years.
In those cases where these criminal activities have a plainly malicious character, the supreme measure of social defense, with confiscation of property, is to be imposed. [15 February 1931 (SU No 9, art. 103)].

Evasion of normal summons to active military service under aggravated circumstances, for example by causing oneself physical injury, simulated illness, falsified documents, bribery of an official, etc., or under a pretended religious conviction, shall incur --
deprivation of liberty for a term up to five years. [10 January 1931 (SU No 5, art. 46)].
59-5. Refusal of persons, enrolled in rear support, and persons, excused from military service for religious convictions, from a summons in time of war to units of rear support and labor units shall be punishable by--
deprivation of liberty for a term not less than one year.
59-6. Refusal or avoidance in time of war of the assessment of taxes or from the fulfilment of obligations (in particular military auto-, military horse-, military wagon-, and military water-transport) shall be punishable by--

deprivation of liberty for a term not less than six months, with increase, under especially aggravating circumstances, up to the supreme measure of social defense -- shooting, with confiscation of property. [6 June 1927 (SU No 49, art. 330)]
59-7. Propaganda or agitation, directed toward arousing national or religious enmity or discord, or likewise the dissemination or preparation and storage of literature of the same character, shall be punishable by--
deprivation of freedom for a term up to two years.
The same activity in time of war, or during mass disorders shall be punishable by --
deprivation of freedom for a term not less than two years, with confiscation of all or part of property, with increase, under especially aggravated circumstances, up to the supreme measure of social defense -- shooting, with confiscation of property.

59-8. Counterfeiting, or commercial sale of counterfeit metal coins, state treasury notes, notes of the State Bank of the USSR, valuable state papers, and likewise the counterfeiting or commercial sale of counterfeit foreign currency shall be punishable by --
the supreme measure of social defense -- shooting, with confiscation of property, with remission, under mitigating circumstances, to deprivation of liberty for a term not less than two years, with confiscation of all or some property.
Commercial counterfeiting of checks, documents for monetary deposits, and deposits of valuable papers, and likewise of certificates for monetary credit shall be punishable by--
deprivation of liberty for a term not less than two years, with confiscation of all or some property.
Counterfeiting or commercial sale of postage stamps, tickets for train and water transport, and other documents for transportation of persons or good shall be punishable by--

59-9. Professional smuggling shall be punishable by--
in addition to confiscation of goods and fine imposed by the customs authority, deprivation of freedom for a term not less than one year, with confiscation of all or some property, and under especially aggravated circumstances -- with increase up to the supreme measure of social defense -- shooting, with confiscation of property. 59-10. Aiding the illegal crossing of state frontiers, if done commercially, or by responsible officials, shall be punishable by--

59-11. Violation of the status of monopoly for foreign trade shall be punishable by--
deprivation of liberty for a term up to ten years, with confiscation of all or some property. [6 June 1927 (SU No 49, art. 330)].
59-12. Violation of the rules for foreign currency operations shall be punishable by--
deprivation of freedom for a term up to three years, with confiscation of all or some property. [6 June 1927 (SU No 49, art. 330)].
59-13. Failure to denounce reliably known, in preparation or already completed, crimes indicated in articles 59-2, 59-3 and 59-8 of this code, shall be punishable by--
